至于 + topic, ...至于 introduces a related topic that the speaker is now addressing separately.
Sentence-final particles 啦 / 嘛
statement + 啦 / 嘛啦 and 嘛 add conversational stance. Use them in spoken contexts rather than neutral formal writing.
