The HSK 3.0 source publishes one 100-character writing inventory for HSK 1 and HSK 2 combined. HSK One does not invent an official HSK 1-only writing count. The HSK 1 Writing starter set is the 95-character intersection between Level 1 recognition and that combined official writing band.
How to learn an HSK 1 character
Use the character list for recognition, then open the linked HSK 1 words to learn the Hanzi in context. The 95 characters with complete writing support also have dedicated pages with stroke order, exact vocabulary relationships and direct writing practice. Other recognition characters stay on this complete reference page instead of becoming thin URLs.
